PROBLEM TO BE SOLVED: To provide an optical writing device and an optical writing method capable of stably writing an image having optimum contrast into an optical writing type display recording medium of a plurality of kinds by controlling light amounts of a white part and a black part of generated image light. SOLUTION: The optical writing device 100 includes: an LED light source 101 as a first light source that generates light; a transmission type LCD panel 102 as a light modulation element that receives light emitted from the LED light source 101 and applies image light 104 to be written into the optical writing type display recording medium 103; an auxiliary light source 105 as a second light source that applies light to the whole of an illumination surface of the image light of the optical writing type display recording medium; a voltage application part 106 that applies voltages to the LED light source 101, the transmission type LCD panel 102, the optical writing type display recording medium 103 and the auxiliary light source 105; and a control part 107 that controls the voltage application part 106, based on the image data stored in an image storage part 108.
