PROBLEM TO BE SOLVED: To provide a hair and scalp detergent which has excellent lathering, detergency, and sterilizing power and accelerates percutaneous absorption of a hair restoration active ingredient in a hair restorer to be used thereafter and a method of accelerating percutaneous absorption of the hair restoration active ingredient. SOLUTION: The hair and scalp detergent comprises (A) an anionic surface active agent, (B) a percutaneous absorption accelerating substance, and (C) a sterilizing component. The method of accelerating percutaneous absorption of a hair restorer active ingredient comprises washing the scalp with the above hair and scalp detergent composition before using a hair restorer containing a percutaneous absorption accelerator and the hair restorer active ingredient.
