PROBLEM TO BE SOLVED: To provide a levee-forming apparatus designed to form a hard tightened levee without being influenced by soil quality of soil for forming the levee in the levee-forming apparatus composed of a cylindrical rotating tool for forming the top surface of the levee and a rotating plate having a conical surface for forming a levee lateral face. SOLUTION: A levee-forming implement is equipped with a mounding apparatus and the levee-forming apparatus. Furthermore, the levee-forming apparatus is obtained by dividing the conical surface for forming the levee lateral face of the levee-forming apparatus into radial divided pieces. In the divided pieces, when viewed from the side, rear sides are superimposed and arranged on front sides of the mutually adjacent divided pieces formed of a curved surface part provided with an angle of advance on the front sides in the rotative direction and elastic bodies are interposed in the superimposed parts to support the rear parts of the divided pieces. Thereby, the rear parts of the divided pieces provide an elastic movement to improve the follow-up properties of the conical surface for forming the lateral face of the levee to the soil.
