PROBLEM TO BE SOLVED: To provide a steam generation method and device of high generation efficiency capable of shortening a leading-up time to steam generation. SOLUTION: In this steam generation method and device for heating water mixed with fine bubbles from an upper part of a water face in a water tank to generate steam, a heating method and a heater heated by an infrared ray are selected as a suitable heating method and a heater, the steam generation method and device is constituted to feed heated air to be delivered to an outside of the water tank together with the steam, when the generated steam is delivered to an outside of the water tank.
