PROBLEM TO BE SOLVED: To provide an image forming apparatus which determines a mode of imparting a treated liquid to improve image quality by stably fixing ink to a recording medium. SOLUTION: Since the quantity of the treated liquid 154 to be pre-imparted to the recording medium 20 is smaller than that of the ink 156 to be imparted afterward, the ink is reacted near the surface of the recording medium 20. The ink 156 ejected as a droplet after that can reach the recording medium 20 in a superposed manner from directly above the treated liquid 154 on the recording medium 20, because the surface tension of the ink for use is higher than that of the treated liquid 154. Subsequently, a larger quantity of treated liquid 160 than that of treated liquid 154 is ejected onto the recording medium 20. Since the surface tension of the treated liquid 160 is lower than that of ink 156, the treated liquid 160 reaches the recording medium 20 in the state of it being superposed in a wrapping manner on the ink 156 on the recording medium 20.
