The valve plug (18) has a conical shape in its lower region, seating on and sealing against the circular edge (22) of the opening (16). flow is released by pulling on a flexible cord (30) connected to a manual operating device (32) above the upper edge of the tank. The cord connects the valve plug to a float (36) located above the valve. Below the operating device, the cord is connected to an electromagnetic actuator (38). Its solenoid (40) contains a cylindrical armature (42) connected to the cord. The lower section (44) of the armature is magnetic, the upper section (46) is non-magnetic. The armature has top and bottom stop flanges acting against the solenoid. A cable connects the solenoid to a control circuit (52) with a hand- or foot-operated release surface (54). The control circuit includes a timer controlling solenoid-operated release. The valve plug moves vertically in a guide (28) fastened in the tank. At it lower end is the outlet for water efflux.
