<p><P>PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing an interlock pipe, which can improve both productivity and quality of the interlock pipe, and to provide its manufacturing method. <P>SOLUTION: The apparatus 10 for manufacturing the interlock pipe comprises an uncoiler 1 for stocking and supplying a material W, an oil applicator 2 for applying oil on both surfaces of the material W, a multi-stage roll forming machine 3 for forming the cross section of the material W into an S-shaped section, a rotatable winding roll machine 4 having inclined axial center with predetermined angles for forming the S-shaped material W into the interlock pipe 11, and a cutting device 6 provided on a base 5 installed in front of the winding roll machine 4.
