<P>PROBLEM TO BE SOLVED: To provide a content distribution method capable of reducing exchange between a broadcast station and a key management center in update of information about an agreement of pay broadcast or new installation thereof, a content receiver, a content transmitter, a restricted reception module, and a system. <P>SOLUTION: In this content transmission reception method, a pair of a public key and a secret key is generated per ID in the key management center 31, and the pair is managed as an ID management database 311. In issuing an IC card; an ID, and a public key and a secret key corresponding thereto are written into the IC card, and the IC card is distributed.
