<p><P>PROBLEM TO BE SOLVED: To provide an image quality encoding method and apparatus thereof, with which the image quality of decoded images can be improved. <P>SOLUTION: The present invention relates to a quantization apparatus for quantizing an image signal which includes a quantization index acquisition means which calculates the amount of codes to be generated, using a plurality of quantization steps, respectively, and acquires a quantization index, indicating two quantization steps in which two amounts of codes to be generated closest to a target code amount can be obtained, respectively; a target quantization index determination means which searches for a minimum target quantization step that is less than or equal with the target code amount, between the quantization steps indicated by the two quantization indexes acquired by the quantization index acquisition means and determines a target quantization index indicating the target quantization step, obtained as a result of the search; and a quantization means, which quantizes an image signal in the target quantization step indicated by the target quantization index determined by the target quantization index determination means. <P>COPYRIGHT: (C)2007,JPO&INPIT</p> |
