PROBLEM TO BE SOLVED: To provide a method and the like capable of creating the library quickly. SOLUTION: A server 21 is equipped with: a basic database recording part 22; a process standard parameter file creation processing part 23; a process standard parameter file recording part 24; a process customize parameter file creation processing part 25; a process customize parameter file recording part 26; a library creation part 27; and a library recording part 28. The process customize parameter file creation processing part 25 creates a process customize parameter file on the basis of a user's input for customizing a process standard parameter file.
