PROBLEM TO BE SOLVED: To provide a Fresnel mirror capable of substantially preventing a dazzling phenomenon peculiar to the Fresnel mirror from occurring. SOLUTION: A large number of annular grooves 2 which are constituted so as to make an L-shape by an inclination surface 2a having a small inclination angleθa for surface direction of a resin plate and a stepped surface 2b having an inclination angleθb larger than the inclination angleθa are arranged concentrically in the order of the size of diameter on the transparent substrate 1. The inclination surface 2a is covered with a metallic reflective film 3, on the other hand, the stepped surface 2b is not covered with the reflective film 3 and, further, a coating material layer 4 is applied to the outer side of the reflective film 3 and the stepped surface 2b as a non-reflective layer.
