PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner exhibiting long-term stable electrostatic charge characteristics and powder characteristics even under high stress and high impact force conditions, and an electrostatic charge image developer, and an image forming method using the developer. SOLUTION: There are provided the electrostatic charge image developing toner having toner particles containing a binder resin and a colorant and resin particles, and having a metal element on the surface of the resin particle, the electrostatic charge image developer containing the toner, and the image forming method using the developer.
