<P>PROBLEM TO BE SOLVED: To rapidly access a service memory area imposed with access restriction. <P>SOLUTION: The service memory area accessed by one service is configured by at least one data block, and a definition block storing prescribed definition information for defining the service is associated. Inside the definition information of each the definition block, PIN setting ineffectiveness information showing that execution of the service is not restricted, or PIN setting effectiveness information showing that the execution of the service is restricted is set, and a secret code necessary for authentication of the execution of the service is also set when the PIN setting effectiveness information is set.
