<P>PROBLEM TO BE SOLVED: To provide a PON system, and logical link allocation method and apparatus with which a logical link identifier can be dynamically allocated with each of user side devices. <P>SOLUTION: In a PON block between a center side device connected to a non-illustrated network and a user side device 205 connected to a user terminal 206, a default logical link 212<SB>1</SB>which exists at all the time, is set from system initiation and by monitoring a packet passing therethrough, a logical link generation/deletion condition table 224 dynamically generates/deletes logical links 212<SB>2</SB>-212<SB>m</SB>meeting conditions.
