PROBLEM TO BE SOLVED: To provide a system capable of safely and precisely escape-guiding facility users to an emergency exit in a facility to which a number of facility users are accessible such as an underground shopping center or a commercial building by reporting disaster information and an optimum escape route to be determined based on the relation with the disaster information. SOLUTION: The evacuation indicator 1 to be set in a number of places within the facility comprises a unique information storage medium 12 such as a two-dimensional code. In the event of disaster, a facility user can automatically a current position of the user to an evacuation management server 3 by reading the two-dimensional code 12 of the closest indicator 1 by a cellular phone 4. The evacuation management server 3 which receives the position information determines the optimum escape route from disaster occurrence place information transmitted from an alarm 2, position information of the individual evacuation indicators 1, position information of emergency exits provided in the facility, and the like. The server 3 then returns disaster information such as the disaster occurrence place or the disaster content and the optimum evacuation route information to the transmitting means 4 from which the information is received.
