PROBLEM TO BE SOLVED: To allow taking over a personal setting which a user has set as it is even with a firmware memory having a limited memory capacity when changing a set file of an IP telephone. SOLUTION: A centralized management terminal comprises a terminal memory which stores a changed item and its setting content of a set file as a change information, a means for recognizing a discriminator of an IP telephone which changes contents of the set file, a means for acquiring the set file of an IP telephone based on the discriminator of the IP telephone that is recognized, a means for reading the change information from the terminal memory part, a means for writing the setting content of the change item of the change information into the setting content of the item of the acquired set file to generate a new set file, and a means for transmitting a new set file to an IP telephone of the recognized discriminator.
