PROBLEM TO BE SOLVED: To determine accurately a rainfall influence range to a river contamination load at a river observation point, and resultantly to estimate accurately the river contamination load quantity. SOLUTION: Pattern matching analysis is performed, between precipitation data showing a time series change of the precipitation in each district in a river basin and river flow rate data showing a time series change of the river flow rate at an optional river observation point, and the rainfall influence range having an influence on the river contamination load at the river observation point is determined based on the analysis result by a rainfall influence range determination device 10. An estimation model is produced by using history data including the precipitation data in an optional specific district within the rainfall influence range and river contamination load quantity data at the river observation point, and an estimated river contamination load quantity at the river observation point is estimated by using the estimation model from estimation condition data including a new precipitation parameter and a river contamination load quantity parameter by an estimation device 20.
