PROBLEM TO BE SOLVED: To provide a control system capable of conducting flexible communication. SOLUTION: The control system is composed of a lower-level control device for controlling a plurality of control apparatuses and a higher-level control device for controlling the lower-level control device. The higher-level control device switches between the communication of a first communication protocol and the communication of a second communication protocol, in correspondence with the characteristics of the data transmitted and received, and communicates with the lower-level control device. The lower-level control device switches between the communication of the first communication protocol and the communication of the second communication protocol, based on the instruction from the higher-level control device, and communicates with the higher-level control device.
