PROBLEM TO BE SOLVED: To provide a substance releasing negatively charged oxygen atoms at a relatively low temperature. SOLUTION: In the substance including negatively charged oxygen atoms, the negatively charged oxygen atoms are comprised by≥1×10<SP>19</SP>pieces/cm<SP>3</SP>, at least one kind of rare earth element forms a solid solution in calcium aluminate, and 12CaO-7Al<SB>2</SB>O<SB>3</SB>in which the lattice constant by a powder X-ray diffraction measurement process is 1.1985 to 1.2010 nm is comprised by≥80 vol.%.
