PROBLEM TO BE SOLVED: To measure a water level even in a bad vision such as in the night/ rain. SOLUTION: A material with a low radiation ratio (thermal radiation characteristic) of 0.1 or less such as aluminum or stainless steel is used for a scale 5 of a scale plate 5, while a material with a high radiation ratio of about 1 such as wood or a material prepared by applying paint to wood is used for a scale base material 4. When the scale plate 3 is photographed by means of an infrared camera 1, an image with various density is formed according to a difference in a radiation ratio between the scale base material 4 and the scale 5. This image is processed for finding a water level from the number of shadings. |
