An opening and shutting device and a method for a plug type passenger door adapted to a rubber-tired light rail vehicle are provided to detect an opening and closing pressure of a door to repeat open/close operation of the door. An opening and shutting device for a plug type passenger door adapted to a rubber-tired light rail vehicle includes a rack(10), a direction change shaft, a movable shaft(30), a complex sun gear device(40), a pressure sensor(70), and a sensor controller(80). The rack is coupled with a piston(62) of a pneumatic cylinder(60) to straightly move. The direction change shaft converts a vertical movement of the piston into a rotational movement. The movable shaft receives the rotational force through bevel gears(22,31). The complex sun gear device rotates a spindle(50) to open and close the door. The pressure sensor is connected to the pneumatic cylinder to detect a pressure in the cylinder. The sensor controller receives the pressure detected by the pressure sensor to output the pressure value.
