The device has a flat bar whose one end (2) is folded in acute angle and is positioned at rear flange (3) of an I or U shaped iron pole (4). Another end (5) of the bar is folded until forming an angle less than ninety degrees and is drilled with a threaded hole provided with a screw (6), where the screw is lockably supported on inner angle of the flange of the pole. A small flat bar (8) is arranged on the end (5) for increasing the length of the threaded hole.
