<p><P>PROBLEM TO BE SOLVED: To provide a decoding apparatus capable of efficiently specifying the generation of coded noise from any image. <P>SOLUTION: A characteristic information extract section 13 extracts one of the coded information, coded noise information, or characteristic information of a decoded image on the basis of decoded data decoded by a coded stream decoding section 11 as characteristic information 13a. A coded noise specifying section 14 specifies a coded noise position in the decoded image on the basis of the characteristic information 13a. A filter control section 15 outputs a filter control signal 15a for controlling filter processing on the basis of the characteristic information 13a.
