PROBLEM TO BE SOLVED: To provide a decoder using fixed noise dispersion values, and to provide a decoding method using this. SOLUTION: This decoder comprises a data input portion, which receives input of data and stores the data, a noise variance value deciding portion which selects a fixed noise dispersion value from a look-up table comprising at least one predetermined fixed noise dispersion value, a log likelihood ratio (LLR) calculation portion for calculating LLR, on the basis of the data and the selected fixed noise dispersion value, and a decoding portion for performing decoding, by utilizing the log likelihood ratio.
