PROBLEM TO BE SOLVED: To permit shortening of the time required until all the transmission business has been completed, and to permit making the transmission business efficient by a method, wherein a plurality of transmission control servers are provided and a predetermined number of operator terminals, capable of establishing communication simultaneously with the client terminals, are connected to respective transmission control servers. SOLUTION: In a transmission control system, equipped with a memory unit, in which a transmission information showing the existence of transmission and a telephone number with respect to a plurality of each client terminals, a plurality of operator terminals for effecting transmission business when respective communications with the client terminals are established, and an transmission control server 100, capable of establishing communication simultaneously with a predetermined number of client terminals and conducting transmission to the predetermined client terminals of non-transmission to establish communication between any vacant operator terminal and a responding client terminal on the basis of the transmission information; and a plurality of transmission control servers 100 are provided, while a predetermined number of operator terminals are connected to respective transmission control servers.
