<P>PROBLEM TO BE SOLVED: To provide a traffic flow abnormality detector and a traffic flow abnormality detection method, capable of rapidly and accurately detecting abnormality of traffic flow even out of a measuring range of traffic flow. <P>SOLUTION: A traffic state quantity measuring part 11 measures, based on a signal SC inputted from a plurality of vehicle detectors monitoring different areas, the traffic state quantity in each of the measuring areas. A traffic flow state determination part 2 determines, based on the measured traffic state quantity, whether the traffic flow in each of the monitoring areas is congested or free. A traffic flow abnormality determination part 3 includes a traffic flaw abnormal state determination part 3a and a traffic flaw abnormal state continuation determination part 3b, and determines, based on combinations of the monitoring areas of the vehicle detectors with the traffic flow states determined by the determination part, whether the traffic flows are in abnormal state or not.
