<P>PROBLEM TO BE SOLVED: To provide organic electrolytic solution and a lithium cell adopting the same. <P>SOLUTION: The organic electrolytic solution comprises lithium salt, organic solvent containing high-dielectric-constant solvent and low-boiling-point solvent, and surface active agent having a hydrophilic portion and hydrophobic portions connected to both terminals thereof. Thus, the contact of the electrolytic solution with an anode is effectively cut off to suppress side reaction on the surface of the anode.
