PROBLEM TO BE SOLVED: To monitor performance at an arbitrary timing under a desired situation. SOLUTION: An observing means 1a collects observation information concerning the operation state of servers 3a, 3b, 3c, ... and stores them in an observation information storage means 1c. When a lack exists in the observation information which is required for measuring the performance, a prescribed access for acquiring the observation information is indicated to an access generating means 1b. When the access generating means 1b generates a prescribed access, an observable situation corresponding to the lacking observation information is generated so as to generate the observation information. The observing means 1a collects the observation information at the time and store them in the observation information storage means 1c. When the whole observation information are stored in the observation information storage means 1c, a performance evaluating means 1d reads the required observation information, measures the performance, and evaluates whether performance reference is satisfied or not.
