PROBLEM TO BE SOLVED: To provide a flow resistance reduction device and a flow resistance reduction method, capable of stably maintaining reduction effect of flow resistance. SOLUTION: Holes 6 of a porous plate 4 hold air of a pressure according to a pressure of a fluid 2, a surface tension of the fluid 2 and the pressure of the air are balanced to form an air layer 7 so that the air does not jet from the holes 6, and the air layer 7 stable with time to absorption of the air into the fluid 2 is formed to form a stable slip layer in an interface between the fluid 2 and the air.
