PROBLEM TO BE SOLVED: To support communication relay processing in a situation where the communication of a quantity that existent mobile phone relay antennas cannot process completely is performed at once. SOLUTION: An airship 1 in stopping in the air comprises a mobile phone relay antenna 2 and a power supply cable 3 for supplying power thereto. The power supply cable 3 is connected to a terrestrial power source 4, and the power source 4 supplies power through the power supply cable 3 to the relay antenna 2. The power source 4 is obtained by an existent electrical wire 5 or a battery 6 installed on the ground for emergency. Under a strong wind, a connecting port of the power supply cable 3 is provided on a pole 7 and the airship 1 is fixed on the pole 7 so as not to be blown off by the strong wind. When communication is performed which cannot be processed completely by the existent relay antenna, the airship 1 relays the communication of mobile phones 9 while stopping in the air.
