PROBLEM TO BE SOLVED: To attain the ACD (Automatic Call Distribution) in voice communication executed between terminals logged in to a network by using a user ID uniquely determined to each user, that is, in a so-called P2P phone. SOLUTION: Each operator PC 106 of a terminal group determined in advance logs in to the network 100 by using its own user ID and transmits information associated with at least a connection propriety state (e.g., presence information) to an ACD server connected to each operator PC 106, and the ACD server determines any one terminal (e.g., an operator PC 106c) in the terminal group in response to a call origination request from a caller PC 102 on the basis of the information associated with the connection priority state and instructs the caller PC 102 to make automatic dialing to a user ID ("operator 3") of the determined terminal.
