PROBLEM TO BE SOLVED: To solve the problem that conventional leakage sensing means needs various devices other than a flowmeter, causing the system to become large-scale and consequently the versatility is spoiled. SOLUTION: The main part 35 of the flowmeter 21 which is made to surely determine the leakage comprises the circuit 32 composed of the flow detection means and equipment discrimination means. The operation state of the equipment is determined by the equipment discrimination means, and when the flow is sensed unsuitable to the state, it is determined that there is an abnormality such as a leakage in the piping.
