Provided are an antifouling treating agent to giving an antifouling property permanently on the surface of coating without the deterioration of coating, and a construction plate using the antifouling treating agent. The antifouling treating agent comprises a silica fine particle; an aqueous solvent; an alkali metal compound and/or an alkaline earth metal compound and/or a phosphorus compound and/or clay as an antifouling modifier; and optionally a dispersant. Preferably the aqueous solvent is a mixture solvent comprising water and alcohol. The construction plate comprises a base; a coating; and an ultra-hydrophilic antifouling film which is formed by coating the antifouling treating agent on the coating in the uncured state of coating.
