<p><P>PROBLEM TO BE SOLVED: To obtain a cleaning liquid which is simply produced while securing detergency and to provide a method and an apparatus for producing the same and a cleaning method. <P>SOLUTION: An aqueous solution containing sodium hydrogen carbonate as a solute, as a liquid to be electrolyzed, is supplied to an electrolytic bath 21 having no diaphragm and is electrolyzed. Citric acid is added to the electrolyte to form cleaning water. Different from a case in which an electrolytic bath having a diaphragm to form cleaning water, mixing of anode water and cathode water obtained by electrolyzing a liquid to be electrolyzed is not needed after electrolysis. Fixed detergency is obtained only by feeding citric acid to an electrolyte.
