PROBLEM TO BE SOLVED: To provide a step-up power circuit where stable output voltage can be obtained, even with a high-voltage large current, with little power loss, and to provide a method of step-up voltage. SOLUTION: This circuit has an overcurrent-limiting circuit 5 which limits the overcurrent and a starting current control circuit which controls the starting current of a charge pump circuit 1-1. Due to suppression of the input current at short circuit of output, there is little power loss due to use of a regulator, and the charge pump circuit 1-1 can operate at all times, so that an output voltage that is stable even in a high-voltage large current can be obtained.
