PROBLEM TO BE SOLVED: To provide a method of manufacturing a heat insulating waveguide that is manufactured easily even if the sectional area is small and a length of a waveguide to be formed is long. SOLUTION: There is a rod 40 that is made of a metal material, and has the contour of a cross section having the same shape as the contour of the cross section of the waveguide 3004 to be formed. A metal material different from one for composing the rod 40 and having high waveguide efficiency is bonded to the outer surface of the rod 40 by plating, deposition, or the like for forming a thin-film body 30 comprising a thin film 3002 for covering the outer surface of the rod 40. Plastic is bonded to the outer surface of the thin-film body 30 for covering the outer surface of the thin-film body 30 to form a cylinder 20 having strength that is sufficient for maintaining the shape of the thin-film body 30. Then, the rod 40, the thin-film body 30, and the cylinder 20 integrated mutually are dipped into an agent for dissolving the rod 40, thus obtaining the insulating waveguide 10 comprising the thin-film body 30 and the cylinder 20.
