PROBLEM TO BE SOLVED: To inexpensively provide a fixing roller which can secure a high rigidity of a thin core bar, can shorten a rising time drastically, and has a satisfactory heat absorptivity without any crack and peeling in a black film formed on an inner peripheral surface of the thin core bar. SOLUTION: In the fixing roller having a hollow cylindrical thin core bar 3, the hollow cylindrical thin core bar 3 comprises: journals 2 and 2 formed by drawing, in both end parts thereof; a reinforcing rib 4 formed in an axial direction by pressing of a spinning roller, on an outer peripheral surface thereof; and a black film 6 which is formed of a water-based paint containing a polyamideimide and/or a polyimide, a polyphenylene sulfide, and a carbon on the inner peripheral surface of the hollow cylindrical thin core bar 3.
