PROBLEM TO BE SOLVED: To prevent simultaneous discharge of a settlement IC coin and a sales IC coin to a discharge port while sharing a medium processor for the settlement IC coin and the sales IC coin. SOLUTION: When a sensor 122 detects input of the settlement IC coin to a settlement IC coin input port 25 and an input sensor 63a provided at a bill input port of a bill processor 63 detects input of a bill for purchasing the sales IC coin, and these detection times can be regarded to be shorter than a predetermined time measured by a timer 123a and substantially equal to each other, a control part 123 controls the medium processor 62 to discharge the settlement IC coin to a discharge port 26 through a passage L4, and also controls the bill processor 63 to return the input bill through a bill return port.
