A blind apparatus includes a first link mechanism and a second link mechanism juxtaposed to each other; a plurality of slat supporting members each having one end portion connected to the first link mechanism and the other end portion connected to the second link mechanism; a plurality of slats supported by the respective slat supporting members; a raising and lowering mechanism for raising and lowering the slats; a tilting mechanism for tilting the respective slats as the slats are raised or lowered; and an inhibiting device for inhibiting the raising of the lowermost slat.
