PROBLEM TO BE SOLVED: To provide a composite porous resin base material having a structure where a rigid frame plate is mounted to a porous resin base material with an electrode and/or a circuit formed thereon without impairing performance such as elasticity and conductivity of the porous resin base material. SOLUTION: This composite porous resin base material is so structured that, in a peripheral part surrounding a function part of the porous resin base material having the function part with an electrode or a circuit or the electrode and the circuit formed therein, a step part having a height different from the function part is formed; and the frame plate is arranged on a surface of the step part.
