PROBLEM TO BE SOLVED: To provide a highly reliable ground freezing preventive structure capable of semipermanently and efficiently exhibiting the freezing preventive effect based on experiment data. SOLUTION: This freezing preventive structure is characterized by arranging a freezing preventive thermal insulation panel 33 between the ground surface and the maximum freezing depth by laminating a moisture preventive sheet having moisture permeance resistance of 0.29 (m<SP>2</SP>sPa)/ng or more when the thickness of a synthetic resin foam body is 25 mm to 50 mm, the moisture preventive sheet having the moisture permeance resistance of 0.24 (m<SP>2</SP>sPa)/ng or more when the thickness of the synthetic resin foam body is 50 mm to 75 mm, and the moisture preventive sheet having the moisture permeance resistance of 0.14 (m<SP>2</SP>sPa)/ng or more when the thickness of the synthetic resin foaming body is 70 mm or more, on at least upper-lower surfaces of the synthetic resin foam body having an independent bubble fraction of 90% or more.
