PROBLEM TO BE SOLVED: To obtain an agent for preventing shine, which prevents shine and keeps the effect without removing sebum and a cosmetic for preventing shine, formulated with the agent. SOLUTION: The agent for preventing shine comprises hydrocarbon wax which is composed of 20-95 mass% of a 28-42C hydrocarbon-based wax part and 5-80 mass% of a≥43C hydrocarbon-based wax part and has≤15 mass% content of a≤27C hydrocarbon-based wax part.
