<p><P>PROBLEM TO BE SOLVED: To provide a technique for allowing a user to execute special reproduction of multimedia data such as MPEG data by preventing unnatural interruptions of voice and breakdowns of a decoder of a display device while suppressing costs and power consumption. <P>SOLUTION: A stream change-over switch 111 is provided to a data transmitting/reproducing device 140. When the special reproduction of the MPEG data is executed, a mute audio ES generated as an audio ES by a mute generator 110 is used or the audio ES is not multiplexed to a TS.
