PROBLEM TO BE SOLVED: To solve the problem that it is difficult to normally develop using positive charge toner when forming a plurality of colors of toner images by overlaying on a photoreceptor in one rotation of one photoreceptor. SOLUTION: The image forming apparatus comprises a scorotron charging device 2, a writing device 3, and an EH development device 4 developing by conveying the toner in a phase shift electric field in each color. When forming a full color image superposing the toner of yellow, magenta, cyanogen and black on an OPC belt 1 by one rotation of the OPC belt 1, the toner not restrained on a carrier by the EH development device 4 is used to be developed.
