PROBLEM TO BE SOLVED: To provide a map displaying technique which enhances visibility and operability as compared to those of a conventional one. SOLUTION: Along with displaying map data being stored in a storage 11 on a display portion 7 as a map, a map data display portion 31 scrolls the map in response to operations from an input portion 12. A scrolling judgment portion 32 judges whether or not the map displayed by the display portion 31 is scrolled.
