PROBLEM TO BE SOLVED: To communicate information to the outside, in particular, a domestic display panel, when a using appliance is determined by a signal from a flow measuring means, so as to confirm the usage conditions of the appliance, in particular by the user, and to allow use for education for energy saving or the like. SOLUTION: This instrument for measuring a flow velocity or a flow rate is provided with a fluid-measuring means 11 arranged in a flow passage to measure the flow velocity or the flow rate, a storage means 12 for accumulating the signals from the fluid-measuring means 11, an appliance determination means for determining the appliance installed in a downstream, based on information from the storage means, the first communication means 13 for the communication with the outside, the second communication means provided in the outside for the communication of the signal with the first communication means, and a display means connected thereto, and the appliance determination information is confirmed at a location away from the flow measuring means, in particular, in the inside of a residence.
