PROBLEM TO BE SOLVED: To provide a cosmetic material having new appearance and presenting new feeling of application accompanied by the same, especially a composition for external application used as makeup cosmetics. SOLUTION: The problem is solved by providing a complex composition in which a small spherical water-based composition containing agar is dispersed in a gelled or solidified oil-based composition containing 12-hydroxystearic acid.
