PROBLEM TO BE SOLVED: To copy data between recording devices with change in the size of an image at high speed by suppressing the amount of usage of a storage. SOLUTION: A first coding processing device 102 generates first moving image data by encoding an inputted video signal. A second coding processing device 105 generates second moving image data by encoding the video signal, where the size of the image is changed by a size change processing device 104. A side information recording device 106 records only side information except the pixel information of the second moving image data generated by the second coding processing device 105 on the storage 101. A high-speed coding processing device 107 uses the side information of the second moving image data recorded on the storage 101, and encodes the video signal where the size of the image is changed by the size change processing device 104 for generating the second moving image data.
