PROBLEM TO BE SOLVED: To accurately determine a range wherein a rainfall affects a river flow rate at a river observation point, and as a result, precisely estimate the river flow rate. SOLUTION: A device 10 for determining the range wherein the rainfall affects the river flow rate pattern-matching-analyzes precipitation data indicating a time-series change in the precipitation of each section in a river basin, and river flow rate data indicating a time-series change in the river flow rate at the arbitrary river observation point, and determines the range wherein the rainfall affects the river flow rate at the river observation point, on the basis of the result of analysis. An estimation device 20 creates an estimation model by using history data including the precipitation data in an arbitrary specific section within the range wherein the rainfall affects the river flow rate, and the river flow rate data at the river observation point, and estimates the estimated river flow rate at the river observation point from estimation condition data including the new precipitation of the specific section, through the use of the estimation model.
