PROBLEM TO BE SOLVED: To provide a system and a method for the operation of simple and inexpensive treatment of an inner surface of an inclined tubular structure by enabling the operation of the treatment of the inner surface to be easily and safely performed, without making large-scale scaffolding built in the inclined tubular structure. SOLUTION: This system 10 for the operation, which is used for the treatment of the inner surface of an inclined waterway iron pipe 100, comprises: a safety rope 11 and a supporting rope 16, which are elongated into the iron pipe 100; a chuck 12 which is unslidably locked to the safety rope in ordinary cases; a safety belt 13 for connecting and holding an operator to the safety rope via the chuck; a shackle 17 around which the supporting rope is undetachably wound so as to be restrained from retreating in a pulling direction in ordinary cases; a ladder device 18 which is connected to the supporting rope via the shackle so as to serve as the scaffolding for the operator; a sandblasting device 14 which applies sandblasting treatment to the inner surface of the waterway iron pipe; and an air supply device 15 which supplies clean air into a cover 45 for covering the operator.
